When I change present sim card(Tr telsim) on the module with another operator(TR ARIA)’s sim card the module registered and I took +Creg 0,1. Stat led was corrected to registration. But it was became only one time. when I power off and again power on I took unregistration codes.
Could you say that wat is the meaning "CELL_FORBIDDEN" returns from #csurv.(I attached)

You have only one cell of your operator (mnc: 03) with sufficient signal level (-76 dBm):
So you have poor coverage of your GSM operator in your area.

My advice is first to chenge GSM operator. Only 2 suitable cells is very poor coverage and if they are overloaded, you will no have any communication, especially if you try GPRS.
Can you try with another SIM like Turkcell (286 01) or Vodafone (286 02)? It seems they have better coverage then Aria (286 03) at least on your area.
