Also I tried the STIA command in BAD SIM and it returns (With CMEE=2)

SIM card from Telcel(Mexico) operator
CPIN returns ERROR (SIM Failure or SIM Busy)
then CREG becomes 1,3, so I have to CFUN=4 …. CFUN =1 and then CPIN then is READY
CREG then reports CREG 1,2
and then REG 1,1
….. (after 4-5 minutes)
it becomes
CREG 1,3
then I have to CFUN=4 and CFUN=1
and it happens again.
Any clue about what is happening?
